The industrial green manufacturing system has initially taken shape. During the “13th Five-Year Plan” period, Hebei Province created 233 green factories above the provincial level, including 95 at the national level; cultivated 15 green parks above the provincial level, including 8 at the national level. The basic capabilities of green standardization have been comprehensively improved, the green manufacturing standards for steel, cement and other industries have been clarified, and a number of nationally recognized third-party service organizations for green evaluation have been cultivated.
Industrial energy efficiency and water efficiency have been significantly improved. During the “Thirteenth Five-Year Plan” period, the energy consumption per unit of industrial added value of industrial enterprises above designated size in Hebei Province has dropped by 26.08%, which is 10 percentage points higher than the national average. In the first three quarters of this year, the energy consumption of the value-added industrial units above designated size in the province fell by 9.61%, which was 4.41 percentage points higher than the national level. Industrial water-saving work has made positive progress. The province’s key industries have continuously reduced the amount of new water drawn per unit product. Some key steel companies have reduced the amount of new water drawn per ton of steel to less than two tons, and the water consumption per 10,000 yuan of industrial added value has dropped from 22.5 cubic meters to 15.2 Cubic meters, a cumulative decrease of 32.4%, equivalent to 2/5 of the national average, ranking fifth in the country, in the advanced level of the country.
The level of comprehensive utilization of industrial resources has steadily increased. During the “Thirteenth Five-Year Plan” period, Hebei Province has further promoted the construction of national industrial resource comprehensive utilization bases in Chengde, Handan, and Tangshan Caofeidian. The comprehensive utilization of bulk industrial solid wastes such as tailings, fly ash, smelting slag, and industrial by-product gypsum has accelerated. The comprehensive utilization rate of steel slag in the province has reached 99.84%, and the comprehensive utilization and disposal rate of bulk industrial solid waste has reached 95%. From January to October this year, the province’s industrial waste resource utilization industry increased by 42.2%, ranking first among the 40 industry categories in the province’s industrial statistics above designated size.
